I've bought some reflective material for the windows facing west, but they're still hot to the touch.

Open the door(s) and use a simple box fan on the floor to see if it will get the job done. What they look like is below. There really isnt anywhere for the air to go once its in the ceiling unless its the attic above your closet.

You are working against yourself a little bit. Then your gonna need to build a box. The cold air blowing through the vents then condenses the humidity into water which rots your wood.

Ok so you need at least a 6 inch fan blowing cool air into the closet. To solve for this i installed a continuous blower into the ducting for this room. These fans are commonly mounted in an upstairs stairwell or hallway ceiling where there's at least 3 ft.
